Do I have to waive my right to view recommendations?

No, you don't have to waive your right to view recommendations. 

However, while you don't have to waive this right, some people you request a letter from may not feel comfortable agreeing to write a letter knowing you may have access to it later.  

The letter of recommendation is intended to provide an admissions committee with a candid assessment of the applicant. Generally, this means that applicants are encouraged to waive their right to see the letter.
